Rygan was a former Procyon Tribal Leader. When the Terran Empire sent an expeditionary fleet into Procyon Territory, Rygan ambushed the Terran Fleet, resulting in the Battle of the Garn Archipelago. The battle was a decisive victory for Rygan, as his Fleet completely destroyed the Terran Fleet with ease.
Three years later, Rygan used the Battle of the Garn Archipelago's result to convince the Procyon Brood Consul that the Terran Empire were weak and that the Procyon Expanse could easily conquer them if they were to invade. The Brood Consul agreed to follow Rygan's plan to invade the Terran Frontier, and the other Procyon tribes agreed to support Rygan's invasion, this invasion would start the First Terran-Procyon War.
The Procyon invasion was initially successful, unfortunately for the Procyons however, the Royal Navy was much stronger than the Procyons were led to believe, and Rygan's campaign had started to fail three years in. The Procyons were then pushed back by the Imperial Forces, while casualties on both sides were so high that Rygan agreed to sign a ceasefire agreement called 'The Treaty of Gisane', which officially ended the First Terran-Procyon War, established a neutral territory between both empires and forbid both sides from exerting political or military influence within the buffer zone.
It is unknown whether Rygan is still alive during the events of Battle at Procyon, which takes place 69 years after the end of the First Terran-Procyon War.
